3 CH COOH   is  a  weak  acid,  in  the  presence  of  HCl (strong acid) its dissociation is suppressed (common ion effect).  This  causes 3 CH COO  ions  to  associate  with H  thus  decreasing  the  acetate  ion’s  concentration in solution according to Le Chatelier’s principle.
