We know that, for the acidic strength of oxy acids. 1.   Consider the oxidation states of central metal ion. Higher the oxidation number, higher will be its acidic strength. 2.   If the two have same oxidation states, then go for the number of oxygens attached to it. More the number of oxygens attached, higher will be its acidic strength. Higher the acidic strength, it has weak conjugate base. Therefore,  HClO has lesser number of oxygens attached to it. This is a weak acid. It has strong conjugate base. Hence, option A is correct.
